- The arbcom definitely does have authority to respond to off-wiki personal attacks
        - if someone intentionally avoids wikipedia because it's so open, and uses email to attack people, then arbcom should clearl
        - similarly, if someone intentionally goes to IRC to avoid on-wiki repercusions of personal attacks, arbcom should still be able to address that (they may not be able to enforce off-wiki activities, but they can do what they can on-wiki)

- Per [[Wikipedia:Requests for arbitration/Arbitrators' views regarding IRC]], I support more formal ways of addressing IRC civility problems

- Also per the above, I support a more formal on-wiki way to elect a group contact, and to have at least some sort of document describing the dispute resolution process regarding IRC
